The air cut valve can be sticking or damaged.

Remove cover # 14025 and inspect the valve - clean the carb's port with carb cleaner and check the valve for free movement.
The cover has a passageway - spray carb cleaner through it, to ensure that it is not clogged.
The fuel mixture screw may need to be adjusted 1 turn richer (counter clockwise).
Mixture screw # 16014.
The mixture screw is is blocked with a metal plug # 92066 - EPA regulations to prevent tampering.
Directions to remove plug -
Tap the center of the plug with a center punch.
Slowly drill a pilot hole through the plug (1/32 or 1/16 drill bit).
Be prepared to pull up on the drill, just as the bit pierces the plug (so you don't damage the screw).
Step up the drill bit size enough that you can screw a sheet metal screw into and grab the plug.
Pull it out with a pair of pliers (grab it with a pair of "vice grips" and hit the pliers).
Blow out any metal shavings before turning the screw
